Postscript: The Speculator may have jumped the gun a little on this story. It transpired at the recent Devonport-Takapuna Board meeting that the list had been created by council officials, and was “just a suggested list.” There was certainly no move at the meeting to confirm the members of the list; this will occur in the new year.

However, interested parties should start making a noise to their council reps now.

Five individuals have been put forward as suggestions for the Devonport Master Plan Working Group, and will be confirmed in their roles this week.

While all the members except Dianne Hale were on the 2006 Working Group, the membership list is considerably smaller than the 2006 group, with many council officials and technical advisers such as architects being culled from the group. The 2006 group had 13 members. Officials and advisers are now limited to one apiece.

Perhaps the most significant omission is a representative of the Devonport Business Association. Previously Peter Raos fulfilled this role; however he is no longer involved in the DBA and no one has been nominated in his place.

The new structure suggests a greater focus on the role of the elected representatives in determining – one assumes in consultation with the community – the overall strategic plan for Devonport. This is a positive step in that it should allow a plan to be formulated more quickly. However it also could have negative ramifications, in that the process of implementing that strategy via the CCOs (Council Controlled Organisations) could become hidden within the confines of the new bureaucracy, as officials struggle to realise the plan while adhering to existing regulations and restrictions.

Here the role of the two remaining advisers will be critical in ensuring the plan and council requirements are aligned early in the plan development process. The supporting advisers are:

    Ah yes the Master Plan, that the one conceived last century, with funding expected next century. Any one care to refresh our memories about that…anyone, somebody!!!

    For your information, the overall strategic plan for Devonport has already been formulated. (The Devonport Master Plan.) This was done after a good deal of consultation over many years and a design competition held, of which Sills van Bohemen Architecture were the clear winners. What remains now is the funding to implement it, albeit in stages.
